PRESIDENT JAHJAGA’S SPEECH AT THE MEETING OF THE CONSULTATIVE COUNCIL ON COMMUNITIES

We gather here today to welcome the new members which will be part of this Consultational Council on Communities, an important constitutional category, at which the voice of all communities is heard through building of policies as value of our society and our state.

Honourable members of the Council,
Representatives of the organisations supporting the Council,
Ladies and Gentlemen;

We gather here today to welcome the new members which will be part of this Consultational Council on Communities, an important constitutional category, at which the voice of all communities is heard through building of policies as value of our society and our state.

We as equal citizens of the Republic of Kosovo, apart from the rights guaranteed by the Constitution, also have the responsibility to build our state upon the most sublime values of tolerance and integration.

Newly elected members, as well as the re-elected ones, must work in a more intensified manner for the promotion of common interests of each community in legislation, policy and decision making.

There still remains a lot to be done for the solution of everyday problems faced by our communities. We must guarantee the equality in every segment of life, not as members of communities but as citizens of Kosovo, regardless.

Dear Participants,
Republic of Kosovo is being built upon civic principles, where everyone is equal, where the rights, freedoms and equality of every citizen is be guaranteed by law, and where we shall be decisive in creation of free and democratic Kosovo. Republic of Kosovo will ensure the necessary conditions which will enable the communities and their members to guard, protect and develop their identities, advance the spirit of tolerance , the dialogue and support the reconciliation between communities, where protection of the religious and cultural inheritance of all communities  will be promoted, as a consisting part of the Kosovo’s inheritance.

Republic of Kosovo aims to create all required conditions for all the communities in Kosovo to live a normal life, to have legal institutions which they can address for the solution of problems and protection of rights, and only through common action can we move faster ahead, towards building of a better future and greater success in European integration.

Dear Participants,
We are entering an important and decisive period for our common state. A stage when we must show our political maturity and democratic culture and when we must advance our internal processes as well as those related to the international community.

Fast establishment of our institutions will guarantee the democratic functioning of the state and will show our ability to manage crisis and our readiness to find solutions ourselves, solutions which will lead to the fulfilment of the expectations of our citizens for an advanced, responsible and respected state, part of the Euro-Atlantic family.

Guaranteeing of the democratic functioning of the state does not mean imposition of solution by another institution and even less introduction of unconstitutional practices in our country. Kosovo is a parliamentary democracy and responsibilities of each institution are separated and prescribed by the Constitution. As are the mandates and time limits of each of the institutions!  But we will coordinate our activities for the benefit of the country, by preserving the autonomy of each institution and guarantee their best functionality.

We must learn to be responsible, responsible and accountable to our citizens.  We must learn that Constitution and the laws of the country make the state, and we must all understand that democracy has rules which must be respected. Therefore, the solutions lie with those who have gained the vote of the people, with those who have the responsibility to their voters, the citizens of Kosovo.

Because the time has come to look ahead and take a better care for the wellbeing of our citizens; their education, healthcare, new opportunities for employment, their human rights, their freedoms, the process of their cooperation with each other, the territorial integration of the country and its international consolidation. And therefore, we must initially establish the sound foundations of a state of law, in which our laws shall be respected by ourselves in the first place, by leaders of the institutions, by those elected by the vote of the citizens, and finaly by the citizens themselves.

Our responsibility, also as members of the Parliament of Kosovo, under the oath “to represent with dignity the people and to work in the interest of Kosovo and its citizens” is spread wider, in endeavouring to find solutions within institutions they represent and within the confines of the Constitution. And of course, we must learn that we find solutions ourselves, without asking for help from outside, because the solutions belong to us, our state and our future.

Our successes are joint ones and they must serve as an example showing that we are building values and that the state is built upon the principles of equality and non discrimination.
