Opening Remarks of the President Atifete Jahjaga at the Inauguration of the National Anti-Corruption Council

As you know, as the President of the country I have founded the National Anti-Corruption Council with a special decree, by which I have specified its members, its objectives and the rules of procedure.

Honorable Speaker of the Parliament of the Republic of Kosovo,

Honorable Prime Minister,

Honorable heads of institutions of the Republic of Kosovo,

Honorable Ambassadors of Quint countries,

I welcome you to the first inaugural meeting of the National Anti-Corruption Council.

As you know, as the President of the country I have founded the National Anti-Corruption Council with a special decree, by which I have specified its members, its objectives and the rules of procedure.

During our work, we will all contribute to and propose long-term and short-term solutions, and we will draft policies for an effective fight against corruption.

The speaker of the parliament and the prime minister, are with us here only for this first part of the meeting, to show our institutional unity, to express our joint commitment and within our constitutional and legal framework we are determined to eradicate corruption, this ill that is threatening to spread to all the segments of the society and endanger our path toward the European integration.

The National Anti-Corruption Council is not an executive body and it does not have such a role, but you, its members present here, the heads of these institutions represented have an executive or a support role, a monitoring or observatory role in the case of the civil society and a supervisiory role as in the case of the parliamentary commissions.

So, as you can see, we are all intertwined here and we are here together – by reporting in this Council about your work, we will have a better understanding of where we are, where we’re facing obstacles and how to avoid them, and how to move forward.

In this Council, in full transparency with one another, we coordinate our actions, suggest the amendment of laws and regulations, propose a better and more efficient intra-institutional organization, and also set priorities not limited only to issues that need to be review, but more broadly in our fight against corruption.

This way we will be better organized and work better than those that commit and feed corruption.

By having the full legal and constitutional backing as institutions, by creating a suitable environment, engaging in the education of the population and creating all the necessary legal mechanisms and the infrastructure so that we triumph in our fight against corruption.

Honorable participants,

The National Anti-Corruption Council is an initiative and a reliable mechanism, a necessity alongside other existing mechanisms.

The objective of this Council is to conduct a regular and timely intra-institutional exchange of information, harmonization and coordination of our actions as well as regular periodic reports through which we will measure our results in the fight against corruption.

As the President of the country I will undertake every constitutional and legal action to increase the efficiency of the work of our institutions, of the civil society, of the media and of every citizen to get involved and to give a concrete contribution in our joint fight against corruption.

I have the will and the commitment to take these tasks to the very end – I will not stop ahead of any sacrifice and I will not spare anything.

I am fully convinced that through our work, the work of the National Anti-Corruption Council we will achieve full success.

We cannot afford failure.

The citizens of Kosovo will not allow us to fail.

Our international friends that have high expectations of us and who have given their full support to this initiative of the President will not allow that.

The citizens expect the state to be at their service. They expect us to be at their service.

The citizens expect us to govern with clean hands. Citizens expect us to put into practice the principle “no one above the law.” Zero-tolerance against corruption and organized crime.

The citizens expect to realize their rights and freedoms without being forced to pay, to bribe, to corrupt or without the need to share the goods that belong to them with parasites who feed from their sweat and hard work as the devout citizens of our country.

We must win the battle against corruption, we have no other alternative.

We have to do this for the sake of our present and for the sake of the future of our children.

The Republic of Kosovo is a sovereign and an independent state and it will also be a country where rule of law and order prevail.
